OLD LYME INLAND WETLANDS AND WATERCOURSES COMMISSION
SITE WALK
THURSDAY, MAY 5, 2016

PRESENT WERE: Skip DiCamillo, Tim Robbins, David McCulloch and WEO Keith Rosenfeld. The meeting was called to order at 5:00 PM.
1. 16-1 – Old Lyme Cemetery Association – 31-2 Library Lane – Proposal is to enlarge the number of burial spaces.
Representatives of the OL Cemetery met commission members and led them out onto the property, showing where the proposed gravel driveway would be located, where traditional burials would be located and where those urns, derived from cremation deaths, would be interred. The group recognized the location of the identified inland wetland and associated upland review area. It appeared there was a clear line separating those wetland soils from non-wetland soils. Being a working cemetery, the applicants stated that the work associated with the driveway would only take a short period of time and proper erosion and sedimentation controls would be set in place for the duration of that portion of the project. The WEO suggested a buffer be put in place to separate the burial uses and driveway from the regulated soils.
No other discussion took place.
2. 16-3 – Christopher Caulfield – 17 McCurdy Road – Create a 36’ x 26’ parking area for three cars at north side of house.
Tom Machnik joined the group at this property and remained for the entire meeting. The owner met commission members and led them out onto the property, showing where all proposed work would be located. It was later determined that the area in question is tidal wetlands and not under the jurisdiction of the Old Lyme Wetlands Commission. No other discussion took place.
3. 16-2 – Old Colony Beach Association – Sheffield Brook – The proposal is for floodplain restoration and culvert replacement.
The engineer met the commission members and directed their attention to the portion of the brook where the proposed activities would be located as well as the project’s staging area. She stated that most of the project would be accomplished with the installation of piping between two enhanced natural areas. The engineer gave the group a summary of the project. She explained how invasive species would be removed and the areas generally thinned out; slowing down brook velocity, creating better (unimpeded) flows, enhancing the environment and providing more floodplain capacity. Signage in the area indicated that the NRC had already obtained the necessary easements for the project. The engineer stated that proper erosion and sediment controls will be used during its construction. No other discussion took
place.
The meeting adjourned at 6:20 PM.
